how do you change your the default on outgoing email?

For example-on a website's contact page. My default is set to Outlook, but I never use it and do not know how to get into it. A window pops up that says Passport.login.net or something. Can I just remove Outlook from my computer?

Microsoft hides it well but they do have to provide the information on how to change that.
