I have no idea who "Miley Cyrus" is, but legitimate impersonators (i.e., the ones who make money from their coincidental looks and/or affectations and/or voice) know the difference between pretending to be someone versus attempting to take over that person's life or trying to fool others into believing that he/she is the real deal. The latter may be referred to as "simply" (and, potentially, criminally) insane or are otherwise criminals if they try to make a quick buck off chumps who'll pay anything just to get a pic with the person who they think is real (same thing with the phony, so-called "street" magicians; now THOSE are people I'd like to see get arrested!). Anyway, I seriously doubt that either the real or phony MC will read this question (sorry to burst your idol worshipping bubble!), but, without more information, it is impossible to tell what the impersonator is up to. In conclusion, it is not illegal to imitate anyone or anything (otherwise, a lot of air-guitar players would be in the hoosegow by now!), provided that they do not attempt to pass themselves off as the actual personality for personal gain (i.e., free hotel rooms; free taxi rides; soliciting funds for phony charities; etc).

It's not illegal to impersonate a celeb as long as the celeb impersonating doesn't include using the celebs SS# or Address, that is illegal anyway no matter who's you use but just impersonating via talk is not a crime. I def think this is a hoax!

Most likely it is a hoax. I mean, c'mon....with everything she has going...do you really think she'd be on here? Isn't she on tour? Most celebrities don't mind impersonators...but if you impersonate a celebrity for nefarious reasons....you could get arrested.
