whichever is closer to the equator I would think...which would be your 20N. I cant say for sure, it would depend exactly where the city is, whether it's close to a large body of water, what the weather is like, etc. Overall though, I'm sticking with closest to the equator (check a globe or map with latitude and longitude lines)

20 N, the closer to the equator the warmer you are therefore the 20 N will be warmer, The closer you get to the poles the cooler it will get. This has to do with the amount of sunlight and distance from the sun.
