How do you make the website have users, and where people can mail things over the web to each other and have it ONLY COME TO THEM?!!?

u have to program your website to do it. it also depends on what software u use to create a website.

Sounds like you're talking about a forum. Install phpbb on your server, or any other forum script really....of course, nowadays, cpanel has all kinds of applications that can do something like what you are talking about (cpanel is the control panel that most web hosting companies use...)
