To lock up in case of emergency

I think this is so that they can lock shop when its been burgled while police do their thing - keeping others out in case they touch evidence etc.
Also after a shop has been burgled the shop normally closes for a few hours to get things back to normal.
Some older shops already had the locks there and probably use them for the same reasons I have just mentioned.

Well in UK even the 24 hr shops have to close on Sunday evenings... Also when the buildings were built with doors etc.. probably it was not known at that time it would be a 24 hour store.....

24 shops have locks on because some people would steal the money of things or attack the shop people with guns etc.

Because as the law stands they have to close on Saturday night to observe the Sabbath. We are still a Christian country in spite of the plot to deny it.
