You're lucky the car didn't get impounded, and your son should have known better than to drive without a full drivers license.

Its hard to say exactly what the punishment will be, because it is completely at the judge's discretion, but it will probably entail a moderate fine ($100-$500), and, most likely, he will lose his ability to possess a drivers license until he is 18 (also effectively terminating his learners permit, and his ability to have one until he is 18 as well). You never know though ... the judge might go easy, but I would say your chances of that happening are pretty slim.

They may delay his getting the license. That is what I would do. What are you going to do as his parent? I would add 6 months to his wait time for a license regardless of what the judge does.

He will have to pay a fine. Chances are his permit will be revoked, and he won't be able to get a driver's license.
