I assume you mean during masturbation... It depends which direction it's aiming. If a guy doesn't want to make a mess usually being careful to spurt in a towel or something, then no, with care nothing is on the hands. And precum is usually not ejaculated, that usually appears before orgasm. If a guy doesn't mind getting it all over, like before a shower or bath, he can ejaculate all over himself, including his hand.

If a guy is doing himself, he'll get it on his hands... unless he's doing it into a sock or something. If they're ejaculating onto or into something else, their hands are usually nowhere near it.
