(B).. but its "generosity" -- to the old white ruling elite of the South-- simply ignored problems, such as the mistreatment of blacks

He tried to claim it was (A), and he also talked tough against the South, making Congress think at first that his plan would be harsher. It was not. He readily gave pardons when asked and made minimal demands --that they repudiate their secession and accept the 13th amendment (which is why (C) is incorrect).... but without any real guarantees protecting the basic rights of the freedmen. (The South responded by quickly passing oppressive "black codes")

As for (D) -- the use of the military to oversee things came later, under Congress's plan (though even that was fairly short-lived and not near as strict as many in the South claimed)
