How old are you? If you are in middle school please don't go with anything slutty like the playboy costumes. You must be at least 18 for those.
I like emo type costumes. Dead cheerleader. Goth Fairy.
I think animal costumes are very cute. I was a zebra a couple years ago. I bought a velour sleepwear from old navy. matching tank top and pants in a zebra pattern, black boots and black velvet gloves. Then I bought one of those ears sets with black ears (the generic all animals kits). Not to mention everyone knows what you are and no one will have the same costume.
Pirates and gangsters are always cute--but where are you talking about wearing it? B/c if you are talking about to a party it's a great idea. But if you mean school all day--thats completely different. You aren't much of a gangster or pirate if you can't have a sword or gun, or even a fake sword or gun. Plus if you are wearing it to school all day--a word of caution--wings get annoying FAST.
You can always be a devil. It's cute.
Fairy tales are great b/c it can be as "kidish" or as "sexy adult" as you want. Little Red Riding Hood, Snow White, all of those.
My favorite costumes to use for not much money are gold digger (spray paint a construction workers helmet and buy a gold dress), greek goddess and gypsy. Gypsy and Greek are very comfortable for all day wear. Plus it can be as low cut/sexy or as modest as you need it to be.
Do you have a favorite movie or tv show? Those are great and your close friends will get it.
Go to Party City or Halloween Express and search through their costumes for ideas. Usually I dont buy a costume if I can make it b/c of price.

I have worked at a Halloween store for 3 years now. Dont be a cop or a pirate. Everyone is doing that. Gangsters and 300 are way popular too.

-Hippie: White boots tye die shirt/tank top and a white skirt
-Cow:A white shirt with black spots painted on it and black pants or a skirt.and convers and white high socks.
-Queen of hearts: Wear all red and paint hearts on you face and valantines stuff with a crown.
-lollypop: wear all white and paint your face the color of your favorite flavored lollypop.
-Obsessed ____ fan: pick somthing you like alot such as a book or somthing ( examp- obseesed harry potter fan) and wear everything that has to do with it EVERYTHING and insted of saying "trick or treat" say "im obsessed!!"

get you a clear trash bag and fill it full of colorful balloons and tie it at the bottom and put arm holes and leg holes in and put it on and be a gum ball machine or a bag of jelly beans,, i saw that once and it was cute,, or cut the bottom of a laundry basket out and put straps on it and put in a full towels and be clean laundry
