Well, normal people urinate about every 4 hours. That's 6 times a day just for urination. Some people accidentally touch their penis, some masturbate, and there are other sexual activities which require people to touch their penis. Sometimes they drink too much and have to urinate even more.
There is no definite answer, but unless they urinate without touching their penis, the absolute minimum is 6 times. However, I'm sure it's much higher than that.

I would say that a man touches and rubs his penis literally hundreds of times a day. Heck, I touch his penis more than these people are answering.

at least once on the shower to wash it, each time i go to the toilet (about 5 times on average) and then once for sex/masturbation (only an average that one)
