Implied rights are, well implied as in not specifically written down. The right to privacy is an implied right.
An enumerated right is one that is specifically listed (enumerated). Freedom of speech is an enumerated right, it is in the first amendment.

To your main question, both. The type of rights that are mentioned in the Declaration of Independence and are protected by the Constitution are natural rights. In general, there aren't so much specific rights than a concept that you can basically do anything you want provided it doesn't violate someone else's rights. This being said, some rights were deems so important and have been trampled on in other countries, the Bill of rights enumerated these. Freedom of speech was considered the one right that was the key to protecting all others. The 9th Amendment made sure that other natural rights, not explicitly enumerated were to be protected also. The answer could be B, provided it's understood that natural rights are exercised by the individual. They do not need an outside enabler, like government, to make them work. If one tries to get government involved in providing "rights", these are human (collective) rights that are not recognized by the Constitution nor the concept of limited government.

Enumerated rights are those right that are written one by one in the constitution and amendments. Implied rights are "created" by the supreme court by "reading between the lines". These rights are inferred from the enumerated rights, laws and common sense.
