My father recently became seriously ill from our apartment complex negilgence. The complex sprayed chemicals and painted the downstairs apartment below my father's apartment. They did not fumigate or open any windows after doing this. As a result, these fumes came through our ventilation late at night and sickened my father. He is a heart patient with chronic lung disease. This aggraveted his condition and has put him in the hospital. Do we have a case against this complex and what kind of attorney handles these matters?

You'll have to prove that they used unsafe chemicals and knew (or should have known) this.
This is a case for an attorney and almost any attorney will take it on contingency (you do not pay the attorney, he or she will get a portion of the money you win. If you do not win, you do not pay, an attorney will "eat" the cost of the case.)
In most situations an attorney will settle with the insurance company of the complex.
Just call a personal injury attorney and go for a free consultation.

You're on thin grounds here, unless you can get a physician to certify that the apartment complex's acts caused your father's current situation. That won't be easy, because the defense will challenge the doctor's statement with a statement from their own medical expert witness. Just how are you certain that this is what caused your father's current condition ? If he's a chronic lung sufferer, the defense will easily argue that disease progression may be the cause.

No, because latex paint doesn't cause something like that, and you don't know for a fact they sprayed any chemicals because you weren't there.

As long as they used the products in accordance with proper use, they are under no legal obligation to disclose when they are doing work.

If your father is THAT sensitive, then he should be living in an assisted living facility or a house.

I am pretty sure you have a case. They should have warned all the apts next to the one they were using chemicals on so that you would be aware.
