You can tape paper towel tubes to a balloon to form a rough shape of an animal, then cover it with one layer of wet newspaper with no glue on it.
Then build it out with papier mache until your get a final shape. Work the hanging strings in there along with the paper. Make the final layer out of wet crepe paper. Carve a little flap in the top to put candy in (this will pop the balloon) then close the flap.

Another way to do this if you don't want to chance getting whacked with a bat is to make a pull string pinata. To do this you take a cardboard box that has a lid. Computer paper boxes work great for this.
The box is going to hang upside down so reinforce the top with a piece of card board and bend a wire coat hanger through a hole made in the center.
Then you need something that you can attach a string/ribbon to that can also be used to hold the lid on the box. I've used metal ovals (like belt guides), buttons and pegs. You want at least 3 of these for each side of the box but you can add more if you know you're going to have more kids. Make holes through the lid and the box and put the holders with a few feet of ribbon dangling on the outside of the box.
When you're ready to do the pinata you hang the box and hand out the ribbons to the kids. On the count of 3 they all pull at once and the lid falls due to the weight of the candy.
I have a couple of these that I simply recover with wrapping paper to make them themed for the occasion.

well you may have to spend a few bucks but not near 30 dollars. you just have to buy one of those punching balloons at a local grocery store and then mix some flour and water together to make the papier mache and rip up some old newspaper. then to get the candy in it leave one spot open and once its all dry pop the balloon and then put the candy in. then just paper mache over the hole and your all set!

Here one I got off the net:
Paste
1 cup cold water
1 cup flour
2 1/2 cups boiling water
1 T. powdered alum
3/4 tsp. oil of wintergreen
Mix the cold water and flour together, stirring until smooth.
Add the boiling water and mix well. Pour the mixture into the top of a double boiler.
Cook over low heat until smooth. Add the alum and stir.
Remove from heat. When the mixture is cool, add the oil of wintergreen.

Use balloons and tape them together with duct tape to create the shape. After you make the pinata you pop the balloons with a safety pin.
