It's true, that over time normally the soles of feet and palms of hands don't see as much sunlight as the rest of the body. Therefore, those parts of the body have less melanin because they don't need as much of it. Melanin on the skin darkens when there is more exposure to UV rays.
EDIT: Sounds like I might be off, but it was a lucky guess LOL! I was thinking that it would be a type of genetic trait inherited from ancestors with darker skin tones, you know from places with much stronger UV rays. Yeah, I'm all for adaption.

Because pigment on the palms and soles serves no purpose, so none of us has much. The contract is simply more noticeable when the rest of the skin is dark than when it's light.
BTW, you notion of azzes being white because they don't get sunlight is way off, in terms of how long it takes a trait to occur randomly and be genetically selected. Men have been pretty much bare, weather permitting, a lot longer than we've been clothed.
There's also the utility factor. Horses (or rather, their forebears, eohippi) evolved hooves because the hoof was an improvement which allowed faster running over rough terrain, allowing the hooved creatures to live longer and breed more. A pale rear end doesn't really serve any purpose and is unlikely to be a genetic selector.

People of all races have very little melanin, the chemical that gives skin a darker appearance, on the palms of their hands and the soles of their feet. The difference is simply more noticeable in darker-skinned people, since there is more contrast between the palms and other parts of the body.
For what it's worth, white people don't tan on the palms of their hands, either, and many of them can tan on just about any other part of their body (if it gets sun).

Hi, first it is WHITE not wight. It all has to do with genetics and the amount of sun they get. Yes, it does. If your skin is not exposed to the sun's UV rays then it does darken. So having parts of the body that are not exposed to sun light will cause them to be WHITE.
