From experience, the only way the people in third world countries can be helped is that the people themselves must appoint people of good report to govern their country. I have lived in a country such as this for many years in a training and managerial capacity and was sickened to see the amount of money given to the country by my country (Australia) being wasted and never accounted for. this money ended up in the pockets of the politicians while the people were virtually refugees in their own country.
The surest way for these countries to be "made" to help themselves is to grant aid money on a "tied" basis. That is that the country is to put forward a development program and the donor government to finance the program in stages. An example here would be the building of say, a hydro electric scheme. The scheme is to be funded by the donor government and payments will be progressive accordingly, at the completion of each stage, the donor government will then make the funds available for the next stage and should the next stage not be completed due to the money being misappropriated, then the recipient government must make up the shortfall themselves for the project to further proceed.
Whilst I am an Australian, The Australian government was giving several hundred million dollars each year to the government of the country where I was living and the recipient government objected when the Australian government finally got their act together and insisted that the foreign government become fully accountable for all expenditure and this resulted in a showdown. It burns me up when there is a poverty problem also in Australia and the Austrailian government are wrecklessly handing out huge sums of money while a monority in Australia are below the bread line.

I was a refugee from a third world country. I have been back to visit the homeland. My thoughts are that for third world counrty to help themselves. Their govements have to change their polocies. Take South Korea for example their govement push and supported Education and Industry. They now lead the world in Technology and Inovations. While the North with the oppressive goverment. I dont think there doing as well as the South Koreans.

i dont much like that term either." third world ". what to do about the state of humanity these days. i cant stop thinking about it .. act as one . africans are so divided by tribe, religion, and culture.thousands kill millions. everyone wants a pieace of africa , china ,russia. us .everyone ..everyone...but africans.
