YES.......Of course it can. Paving Driveway Contractors usually put down several layers of crusher run stone than roll it with a heavy duty diesel roller to pack it down tightly. The hot asphalt and finer stone mix are then laid right over top of the crusher run and finish rolled to a flat hard surface. It will however take at least 24 hours before you can drive on it with any vehicle, giving the asphalt a chance to cool completely thru so the surface remains hard............

Yes, provided that the gravel has been compacted. Time will not compact gravel so waiting has no benefit. Only a vibrating plate or roller compactor will do the job right. Check with your local building code for the minimum amount of gravel required in your area. More gravel is better.

The gravel should be tamped before you pave.
It's best to let it settle in for a while and tamp or
roll again to ensure the paving gets a stable base.

My neighbor just had his driveway paved and they dug it up first, waited a day or two and then paved it.

Yes as long as it have been rolled and packed hard.

Driveway guys will tell you that as they get a discount for buying a full load of asphalt for several customers and applying it all on the same day for all customers.
