I was outside of my house and this girl called my son a lier and I told her not to call my son a lier. Then she went over to some people that lives behind us and told them what happen and the oldest boy came over here. He had my son to come and get me so, my son came and got me, he goes mom the boy that lives behind us what to talk to you so, I got up from the sofa when it was your dinner time walked to the back door and the boy told me that I needed to apologize to the girl for yelling at her. I told the boy that I didn't yell at her. I told him three or four time. Then he got up in my face and started yelling at me so, I yelled at him. His mom started yelling at me, I came flying down our back steps and I was trying to tell her what her sons was doing to my boys. They was hitting my boys and wrestling with my boys, she said"I don't what to hear what my boys was doing to your boys. I know I shouldn't have yelled at the boy but he shouldn't have got in my face.

I yelled at the boy for getting in my face. The I want down to say that I was sorry for yelling at the boy. I was trying to tell the boy's mom what her son was doing to my boys. They would push and shove them. On of my boy's has spinalbifida and it those boys just pushed our shove my son just right they could paralize him.
What would you do if a boy yelled at you and got up in your face?

It doesn't sound like you owe any one an apology.
If anything they owe you one. These people are trying to bully you just like they do your sons.
I would say that since you all have to live as neighbors that you need to find some common ground so that you all can live in harmony with each other. I can tell that your neighbors aren't those type of people.
Try your best to avoid these people they sound like bad news.
As far as your son having Spina Bifida, I know how dangerous a sudden fall could be. If you feel that they are going to hurt one of them, then you have no choice but to get the law involved.
