Depends on how they're made and what they would have to do to them. Take them to a shoemaker and ask. That's the only way to know. If the cost is too much for you to manage, just tell him "I'll think about it." They can usually add to them but I doubt they can take away the height.

unfortunately, this depends on the boot. Most of them are very specifically designed to sit at a particular height and altering that would stress the sole and or stitching.
