A minority is the smallest of two groups. A simple majority is the larger of two groups. A 2/3 refers to at least 2/3 of all people making a choice making the same choice. in a group of 100, 49 would be a minority, 51 would be a simple majority and 75 would be a 2/3 majority.

simple majority is 51%, 2/3rds majority is 66 2/3rds% . Out of 100 people, 51 is a simple majority, 67 is 2/3rds.

Minority 49.9% majority 50.1 or a tie breaking vote in the senate 2/3 majority is 66.66667 % majority or 67% since you can not divide people.
