If you are speaking of pure in-ring wrestling ability then flair, Hart and Taker. The first two are arguably the greatest in ring performers of all time and the third is arguably the greatest in ring performer for a Big Man of all time. For personality, mic work and showmanship Dusty is better than the sheik, Hart or Taker and Hogan is the greatest of all time period.

DX is far more memorable (the invasion of WCW shoot alone) then anything the Hart Foundation ever did, in fact most old school fans would only think of the original tag team when you mention that name. All I remember is them walking around the ring waving a Canadian Flag wearing Hockey jerseys and wondering what the heck Brian Pillman was there for lol.

Flair, Dusty has always been fat
Bret, best there was, best there is, best there will ever be, excellence of execution, one hell of an in ring technician and a jam up guy (or was that el dandy?)
Hulk Hogan, because what ya gnna do when hulkamania runs wild on you?

Hart Foundation, all of them were better workers, look at them, bret hart, owen hart, neidhart, flyin brian, davey boy and billington, like all the best workers the company had at one point, even though davey boy was a bit bizarre, and actually billington wasn't in the hart foundation, hate to be that bearer of bad news

Hart Foundation, DX couldnt compare to the Hart foundation in pure skill and wrestling ability. DX was awesome back in the day and had a great gimmick, but you are asking who was better and it is easily The Hart Foundation.

Ric Flair. At his time figure four leg lock was difficult to break.
Bret Hart for the above reason and his systematic destruction of the opponent's back.
Undertaker. His speed, flexibility (old school) and power compared to size makes him dangerous even today. Hulk is only power.

Logically Hart foundation, personally DX.

Dusty Rhodes is better than Rice Flair, whoever that is. But, Ric Flair is better than Dusty Rhodes.

Bret Hart is better than the Sheik

Undertaker is better than Hogan.

The Hart Foundation is better than DX
