Take off existing pictures/photographs on the wall and use the area to tape or hang your other pictures. If you must go to the store buy painter's tape!

In addition to Blu-Tac and stuff like that intended to put posters on the wall, you can use thin sewing pins to tack things up and you'll hardly even be able to see the hole it leaves (if so, just patch with a bit of toothpaste later). You can also put two pins up (at an angle is strongest) then attach a string or something else between them, and then hang or attach various things to the string/fishing line/etc.
Sometimes you can also use things that are already on the wall or that wont' show later (like the top surface of a door or window frame, for example) to run lines from as well.
Some things can also be attached to a tall flat or other item then just leaned against a wall, etc.

They do sell stuff that you can use that looks like putty that you can use to put stuff up on the walls. I wanna say soft tack, but I'm not sure. It doesn't damage the walls, and you can easily remove it. I had a teacher that used to use it in the classroom. I think you can also get adhesive dots at Staples or Office Depot that might not damage the walls. Hope this helps.

3M makes good products, reasonable prices, for hanging things. Have you thought of tape folded in a loop, sticky side out, pressed between paper and wall?

They sell this stuff it's like Silly Puddy or clay, only it is for hanging stuff on the walls. Look at your favorite craft store.

you could try flour and water, but try it on a discreet spot to make sure it doesn't damage the wall. You can also try liquid laundry starch, also check that you can easily wash it off the walls.

go to staples or any business supplier if possible they what looks like gum very inexpensive it will hold your photos and comes off clean no holes and no paint comming off I use it in my kids room for her stuff that i know wont be perment goo d luck and happy halloween
