Disagree...lying to your family is worse. lying to your friends is worse...Lying to gain power? Business as usual.

Most of the time lying is done to gain an advantage of some kind. Occasionally it is done to get out of or away with something. Rarely it is done to protect someone else. I think that in general all lying is bad, how bad, depends on the situation.
When many people are effected by your lie, it can work either way. Sometimes in the interests of National security or to prevent panic, lying is "Necessary", for instance, if there was a bomb planted in a movie theater it might be better to tell people that there was a city mandated fire drill, and ask them to leave the building in an orderly way.
This is a judgment call, and the people who have to make these decisions have to use there best judgment.
