What we did here in the DC area was to get 2 or 3 men together to share a rented home....usually one where the landlord wouldn't do deep background checks. [private owners]..
However, it is not legal here for those with records to be barred from public/senior housing....check with your housing agency again.
I managed a 14 unit transitional apartment building for homeless families with children for over 11 years and over 30% of our adults [men and women] had felonies on their records and NONE as old as your guys....We placed them in every kind of housing...public housing; Section 8; competitive rentals, even some PURCHASED homes with HUD and State assistance. PLEASE check your info again re: being barred from housing due to their background.
Did some research on Nevada...listed below is Nevada law
1. Does the Housing Authority consider arrests that did not lead to conviction in its admission criteria?

2. Does the Housing Authority make individual determinations about an applicant's eligibility based upon the relevance of the criminal record?
Yes.
3. How long is the conviction bar(s)?
Length of bar is based upon severity of offense, e.g., 5 years for felony convictions. Because rehabilitation is considered to lift most bars, the lengths vary.
So it would seem that due to the length of time since the felonies were committed, these guys should be allowed into assisted housing.

Have you contacted HUD yet? Housing & Urban Development should be listed under the government section of the phone book or on the internet. Try entering "senior housing" and you might get some sites OR stories about developments that are being built by investment corporations in various communities. Then simply do a search under the name of the company that is doing the developments & rebuilding of existing structures & converting them into "Low-income senior housing". I live in one of their California buildings & it is also referred to as "government subsidized housing" & "assisted renters rebate housing". Since it is a federal program, then I would imagine that it would be the same for all states...but I couldn't guarantee it as FACT! We have a 40% cap on the amount of $$$ that we actually pay (contribute) to the landlord for our amount of the out-of-pocket monthly rent. You also might want to do a search using SRO (Single Room Occupancy), these are one room living spaces that sometimes have the bathrooms outside the rooms & shared by other tenants. Good luck...it takes years to find affordable housing (sometimes)...have help is a good thing. Many felons live in my complex, so I don't think having an old record is as much of a problem as having a current record & being on parole. We even have some registered sex offenders & they just want to stay off the streets & out of jail. Have you also tried contacting other Case Managers at local shelters & emergency services overnight winter shelters? They ususally have a lot of info at their disposal.

This is just what I have been thru in the past.
The criminal background check is usually for sex offenders. I am not a felon by any means but I think if your clients have a clean record for 40 years they should have no problem finding Hud housing. I do know that in many states it is illegal for felons to hang out with felons. Don't know if this was any help at all but just what I have been told in the past few years. They hold more stock in assets and a credit check.

That's a terrible situation. Here in OZ it makes absolutely no difference in qualifying for seniors housing whether you have felonies or not!!!
It is not even taken into account. In fact it is illegal over here to refuse someone housing because of a criminal record. Especially a Vet.
No offence intended but the more I read on here about the situation in the US and how it treats its citizens the more shocked I get. I am soooo glad I'm Australian.

I'm 59 and disabled with a felony record from years ago and have never had a problem with any programs. That is illegal. I live quite comfortably on less than $700.00/mo.
