Many grocery stores have for-pay water kiosks or fill up stations. They're usually in the back, near the milk and bottled water areas. Call first to save yourself a trip.
You can also check if your local school will let you fill up some water jugs from their hose. They're required to have potable (drinking) water.
We also have a Reverse Osmosis (R/O) system even though our well water is very good. However, there are some pollutants it cannot remove though it does remove almost all particulates from your water. Have your water tested by the county. This service is very low cost and worth doing so you know what's really wrong with your water.
You may be eligable for free drinking water, or maybe help getting a new well drilled from your county if there was ground water pollutants. Call your county's health department to see if you can get some relief.

Well if he is making bubble nests then it seems there's nothing much you can do better for your betta. About the water changes, do you leave 20% of his old water in during changes? If you don't that may help him stay comfortable (at least it does for mine). All I do is take out about 80% and add that amount of clean water, the 20% left over actually leaves the bacteria he needs to stay healthy, but still clean non eaten food and poop from the 20% even though you don't empty it. Also (don't do this if he's comfortable now) you can raise the temp a little bit, being a tropical fish he should like it, i keep mine at 78-82 always and he's still healthy and happy, but like i said, don't tamper with the temp if he looks to be fine or else the rapid change may cause a problem. The glass pebbles are a great idea by the way, but stay away from bottom feeding/sucker fish, bettas are territorial and even though he won't harm the sucker fish he may become stressed from it, or the sucker may not even do well being a glass pebble bottom and not a gravel bottom. I have mine in a bubble tank also and he loves it still. Good luck.
