The main reason why there are so many people always trying to illegally cheat the casinos out of money is becuse their machines are just a few percents too tight. I believe the human psychology of someone playing of being determined to break the law at gaming or not and how they feel in general after playing for the day makes a huge difference if the machines are either paying back 92% or 97%.
If they would just keep all of their machines(including the quarter machines, 50-cent machines as well as all the higher denomination machines) AT LEAST 96% or 97% while keeping a few of them at 99%, then I think that will make a world of difference.
(Just keep the 5 cent and 1 cent machines tight, keep the quarter machines and on up all AT LEAST 97%.)
Where can I write to them telling them this very helpful suggestion? I've played them for 5 straight years so I know what I'm talking about.

I'm SURE they already have had thousands if not 100s of thousands of letters like the one you stated. Really think about it, if they actually set their slots to payout at 97%, they would go broke! Most of the revenues a casino makes is from... you guessed it... slot machines! Therefore, most are set to payout at 56% (or less) to maybe 70% of the time! The small percentage of the ones that payout 97% are hard to find and usually only 1 or 2 strewn throughout the casino! You also have to reach the "payout amount", which can be anywhere from $100 played to $1000 played or MORE! So the chances of you actually hitting a jackpot are remote at best. But like before, you might "be in the right place at the right time" and win!

You are a person using the slot machines thinking you know what you are talking about.
Now try to imagine a person who owns the slot machines. The idea is to make a lot of money. If you increase the payouts then you will decrease the amount of money you are making. There is no reason why they would want to do that. If they do, they will want to make up for it somewhere else. Perhaps a $100 fee to enter the casino and every 12 hours everyone is forced to leave?
