I would block these losers. You might also want to check their profiles, specifically, their own questions and answers. If most or all their questions are illegal and/or rude and harassing and nothing more than rants (especially anti-police in the LE&P section), and most of their answers are rude and cunning in nature, then I would also report these individuals to the webmasters.

Only if they are really messing with you and following your questions and answers around and reporting you. You can always make your questions and answers private - that way no one else can see them. I only have one person blocked who was sending me nasty emails, and that's after 4 months of having this ID.
