It's very small. Maybe used in medicine? If you know what a Liter is (you probably have seen 2 liter bottles for drinks) then a ml or millimeter is 1/1000 of a liter. 0.3 ml is less a couple of drops. It's 0.01 ounces.

It's 3/10ths of a milliliter. If you split a milliliter into 10 bits it would be the equivalent of 3 of those pieces. A decimal is just another term for a fraction really.
