Depending on your weather and the item's "hardiness" most things can be planted in the fall even if the ground will freeze later. The advantages of fall planting are numerous including that there does tend to be a bit more rain or at least dampness ( morning dew) so while the plants/bulbs/whatever are trying to make roots they are getting water as well.
Then they get to rest for a few months before having to really grow. Also other than bulbs you tend to find things at a good price as the garden centres/stores are trying to get rid of inventory

The thing you need to find out if the plant is hardy or not.Call a nursery for plants or ask a florist .

Do you mean flower bulbs that will bloom next spring or summer. If so yes.
