I went through a huge puddle today and when i got out of it my car died and the wheel and brakes locked up. It acts like it wants to turn over but it just won't.

You are in huge trouble. Do Not Attempt to Turn the Motor Over anymore. You have taken a huge gulp of water into the air cleaner which has probably gotten into the motor's intake and down into the cylinders. It already might be too late, but remove all spark plugs, either 4 or 6. Then remove all the intake air cleaner, boxes, and duct work that lead into the motor and either clean out or let air dry. Then attempt to spin the motor over which will allow any water inside to blow out of the cylinders. Make sure its all out. It the motor doesn't turn over, it's too late and you have severe motor damage. If you get it to turn over and you feel you got all the water out, re-install the plugs, change the oil and filter, and attempt to start the motor. If it starts and runs well, you're lucky. If it doesn't start or starts and runs funny, you will have to do a compression test to find out which or how many cylinders got damaged.

Chances are you have already damaged the block by trying to turn it over. I suggest taking it to a shop and having them check the engine. With any luck they can rebuild the engine... otherwise if you damaged it beyond repair they will have to do an engine swap.

Fortunetly if you have full coverage insurance this should be covered.
