What we're talking about is part of the abdomen, which extends all the way down and meets the perineum. That particular region is sometimes referred to as the hypogastric or pubic region. If you are thinking of the small mound just above a man's genitalia, this is called the mons pubis. Much that is above that on the surface is just generally referred to in reference to some other point.

Based on your question, that would be a nuclear-powered belt. Although extreme heat doesn't cause melting so much as charring, in this case.
