Have you tried using a brush in the crevice where the pedestal and floor meet? Dow scrubbing bubbles sprayed around the base, scrub brush or tooth brush. Try washing down the wall(s) beside the toilet. Men splatter everywhere.
The baking soda trick is to leave a container there to absorb odor.

If after all the cleaners you've used, the smell is still there, you might have to check to see if the toilet is sealed properly. A handyman or plumber will be necessary, unfortunately. First, though, I'd put a bit of bleach in a small squirt bottle and carefully squirt around the bottom of the toilet, trying to get some underneath. If there's foaming around that area, it means urine has made its way under the toilet itself. If you can get the odour away from the 'outside', good. If not, that darned seal could be the problem. Unfortunately if the smell remains, it usually means that urine has soaked underneath the floor itself through the cracks where the wall touches the floor or where the toilet itself is touching the floor and perhaps into the (wood, I'm guessing?) of the building beneath.
You'd have to drench your floor with a very strong cleaner
(Ammonia, Bleach, Pinesol etc) which could reach those odorous deposits and chemically cause them to lose their scent causing potential.
Also please note, that if the smell still exists after all this effort, it may be coming from a leaky septic pipe from a bathroom above yours somewhere in the building. Call a plumber.

Tulie is right--it could very well be that you need to replace the wax seal between your toilet and the floor (I had the same problem). I have heard that with 2 people working together, these seals can be replaced easily and inexpensively.
Another source may be under the toilet rim--most cylindrical-shaped toilet brushes are not designed to reach all the way under the rim (where pee accumulates and smells). To rule this out, I'd get the gloves on, grab a toothbrush and scrub way under the rim with a baking soda/bleach paste. leave for awhile and rinse welll. If that doesn't help, all my bets are on the seal needing to be replaced.

I have similar problems with my husband I finally got him smoking outdoors except for his bathroom time in the morning but he leaves the fan running hours after hes done and air fresheners and it has helped my biggest issue is getting the discoloration out of everything I don't keep anything for guests in there anymore I have gotten lucky that he has quit smoking so much in the morning so I wish you the best of luck the only advice I can offer is just keep everything that can absorb the smell in there to a minimum

Spray some vinegar all around the bottom of the toilet.I have dealt with that smell when I was house keeping.It drains down the front of the toilet sometimes.Then I would just mop using more vinegar and hot water.Once it dries the smells will be gone..

Hmmm is it human pee, or pet pee??
I am asking because the smell of cat urine is near impossible to completley get rid of.
I would use Pine Sol, Or Bleech. That is what I use to clean my bathroom and it never fails.
Maybe your bathroom is due to be redone? like the Tile to be replaced?

I use bleach and very hot water. Let it sit for about 20 mintues and then get a scrubber and scrub really well. Hope this helps.

Don't leave pee on the floor and throw bleach pills on the toilket water tank. flush the toilet every time you use it, clean the toilet bowl along with the cap.
