It sounds like your mouse is one that has a ball underneath...if you are using one with a ball in, take it out as there may be dust inside.
Have a look there are two little rollers one controlles up and down and the other right and left.

Remove the ball on the bottom of the mouse by twisting the plastic cover counter-clockwise.
You will see 3 cylindrical plastic rollers that help the ball move while staying in position. You will probably see a lot of junk that has accumulated on these rollers.
Use tweezers, a toothpick, your fingernail, or pretty much anything to remove that gunk. Make sure you are not forcing the gunk to come off, if you are careful you can pull of the layer of dirt all at once.
After making sure all 3 are clean, put the ball back in the remote and secure it by rotating the plastic cover clockwise.
Viola! (unless you have an optical mouse with no ball, in that case buy a new one)

I'm going to assume your mouse either has a ball on the bottom, or is a trackball mouse in which the ball would be on the top.
Clean out the compartment the ball is in with a q-tip or something similar, re-insert the ball and you should be able to go left/right again.
If you have a IR mouse (one with a light on the bottom) try cleaning the lenz with some tissue and glass cleaner.
If those suggestions don't work for you, I think it is time for you to buy a new mouse. They are cheap, no biggie.

if its a ball mouse there is a good chance that it only needs a cleaning, flip it over take out the ball soak some q-tips in rubbing alcohol, and clean the little rollers inside the mouse. if its a laser mouse, try a different mouse pad and if that doesnt work buy a new mouse.

Turn the mouse over
Remove the ball retaining plastic plate
Remove the ball
Clear the dirt / hair etc from the four small rollers inside
Replace the ball and retaining plate
Your mouse is as good as new

turn over the mouse and carefully remove the cover where the rolly-ball is. Carefully dump the ball into your hand and look in the hole where it was.
There should be 2-3 rollers, and these very easily fill up with "gunk" similar to a rolling pin, just scratch off the gunk with your fingernail, put the ball back in, then the cover, you should be good to go.

PIck up your mouse and turn it over. UN screw the circle part and take the ball out of your mouse and clean it really good.. put it back and see if that helps if not you may need anew mouse.

Well here little Tip Make's Your Mouse Move faster Go to Start Menu > Settings > Control panel > Mouse Then Go to ( Pointer option ) there should be select a pointer speed You can make It faster/slower much as u want Good Luck

Take the ball out and clean the rollers on the inside. The left/right roller is probably too dirty to move.

Turn it over. Turn the thing that holds the ball in. Remove the ball and clean the crud that is sticking to the rollers.
It must have a ball, because optical mice don't have that problem.
