I'm going to take a really wild guess here, and say that it's probably because they are descended from the race of people once called Persians (Iran being what once was called Persia), and Arabs being something totally different.
It's basically for the same reason that Asian-Americans aren't African-Americans.

Arabs are located in the desert land on the edge of the Med Sea and Africa and are descendants of those people there.
Both cultures are practitioners of islam, although there are variations of it.
Suffice to say that a persian person and an arab person are neither racially or culturally the same thing.

I hate to say that dirty word that anthropologist keep locked in the closet. They are different races-- Arabs are Semitic, while Iranians are Caucasian. By race, that is to say that they can trace their heritage back through different pathways to the same source. Because they came to the same place by different paths the have had to deal with different environments to adjust to resulting in different physical features.
