There are a lot of reasons. It could be that someone in your world is causing you to be unhappy, a spouse or boy friend, or that you are not confident enough to meet those people who make you happy.
Try to think of those things which will make you happy and do them. Build up your self esteem by doing things that would make you feel happy about yourself without depending upon others for happiness. For one example, go to handwriting wizard.com and learn how to analyze handwriting. and you will feel a sense of accomplishment when you are able to do that - or even do that for a living and make money at it.
Find new friends that you are happy to be around - perhaps a bowling league or a gym will help you find other friends that you will be happy to be around.
The best way to be happy is to eliminate those things that make you unhappy and find those things that give you happiness.

you have to truly want to be happy. FInd the things/ thoughts that make you happy and keep doing them. For some people when they are down they take a drive, buy a motorcycle or listen to music to help the mood change. You can be happy think of all the things that make you happy and go for it.

because you're not letting yourself be happy. I imagine this has to do with relationship happiness.
be single for a while. let a realtionship build naturally. Don't rush into anything. Do what you want to do, what makes you happy, what is fun for you.
If you're unhappy being single and un happy with all relationships. You could be clinically depressed. see a doctor.

You could just be habitually seeing things in such negative ways that its hard to be happy. Try seeing the positive things in situations. Do things that make you feel good and excite you. These things have helped me feel happier. Change your perspective on life.

You can't be happy because you have chosen not to be.
You have a specific way of seeing yourself and being unhappy has become apart of that image.
The thing is you can change how you see yourself and by doing that change your mood.

You can. And it doesn't necessarily depend on anyone else other than one person... "you".
Find good, positive things in all that's happening. Beside that, your question is an extemely open, vague question. Sounds like you just need to vent.
Have you vented and unloaded in your spouse's arms?

Possibly you have low self esteem and when things are going well, something in you makes you feel as if you don't deserve it, so you sabotage it as a defense mechanism.
