Over populations? Over crowding? (forcing myself not to either laugh hysterically or vomit), I've spent time on board troop transport ships. The "incarcerated" have it great! Release all non-violent offenders? Blame it on a lack of hope for those living in the inner city? We already have mandatory education laws and schools where the parents don't have to pay tuition or materials costs... Hell! We even have free second chance programs like Job Corps for those who finally figure it out. What more must we do? Coddle them and pander to them? Perhaps if Jesse Jackson and Al Sharpton would spend a little more effort trying to bring "Their people" into the mainstream by teaching them to be better parents and to play by the rules that apply to everyone... (and for those who think the inner city folks have it tough, they should look at my "neighbors" in the rural out back... Perhaps too, the liberal teacher's unions should worry a little less about their benefits packages and a little more about their charges. Still, it all falls back to poor parenting skills. Maybe we should make the welfare payout system contingent upon classroom attendance for both the students AND the adults.

They should:
1.) Release immediately those incarcerated for anything to do with marijuana, unless they were selling 80 tons of it. Decriminalizing marijuana would make room in the prisons and not to mention untangle the courtrooms.
2.) Convert more low security prisons into prison-campus facilities so inmates have better skills when they return to society.
3.) Execute more rapists and child sex offenders. That will thin the numbers of prisoners.
4.) Build "walled towns" so large numbers of minimum security prisoners can get used to life on the outside.
5.) Since a lot of inmates are there because they did crimes to get the money to pay the rent, focus on affordable housing in society.
6.) Release all the people who landed in prison purposely as an alternative to being homeless. This happens a lot and you'd be amazed how much clutter in the prison system they could remove if they did this.
7.) Send the worst of the worst inmates to Alaska to work in the mines. Alaska is a big state.
8.) Though I'm not religious, I am for Christian outreach programs that work with inmates. It increases their chances of staying out of trouble when they get out.
9.) Separate the mentally ill from the sane. The two do not mix in prison and just leads to more crimes and sentences.
10.) Put all low-level inmates on house arrest. This, too, will thin the numbers.

Start teaching kids right from wrong.
To teach kids to have respect for authority.
Parents become parents instead of kids buddy.
If a child is punished that kid shouldn't be thinking wait tell my mom or dad get ahold of that teacher we are going to sue. It should be a case of the kids thinking OH NO when my parents get a hold of ME I am dead!

Race card is no excuse for bad behavior.

Start there and with in 20 years the prison population will drop off.

no longer all offenders could be rehabilitated. i'm no longer asserting i'm on the two area of this fence however the fee, speaking fiscally in simple terms, of ordinary rehabilitation as against warehousing criminals and easily retaining them off the streets is a lot lots larger. no longer all criminals choose outpatient help or rehabilitation. i do no longer likely know what you need to do with embezzlers etc. lower back to rehab for a 2nd, i'm no longer speaking in simple terms your regular celebrity rehab, Lilo type, yet I propose all over the board. I propose rehabilitation strictly in legal words. there has been no adequate information that rehabilitation reduces crime or probability of repeat offenses.

As an enlightened nation we fall short of solving our own problems. Let's take minority problems along with intercity, crime and prisons. Simple logic will tell you that the lack of meaningful work and the pursuit of happiness is at the root of the problems surrounding these issues. The complaints are always, social programs, taxes, and perceived give-a-ways that drowns the conversation in false rhetoric. If only we could internalize our own problems with meaningful solutions. For example if there was a real jobs creation program or if you will, a new deal that gave people hope. We would not only increase the tax roles, but we would stabilize the families, focus on education and eradicate poverty, crime and welfare. Sure there would still be these things, but at much lesser rates. There would no longer be this argument that we pay for those on welfare. Now they would be paying their own way!

Reduce or eliminate prison time for non-violent offenders.

Eliminate mandatory sentencing, and the 3-strikes rule.

Make an effort to rehabilitate people instead of leaving them to rot and become better criminals.

Give them some sort of education and job training so they have options other than to turn to crime when they are released.

Stop the prisoners breeding (or trying to).
Simplify and so speed the course of justice.
