Can anyone tell me who's up in arms about this and why?

the Dalai Lama is the leader of the Tibetan Government-in-Exile. China does not recognize Tibet as a nation, rather as seditious revolutionaries.

Don't worry about it. It's all a show, a charade, it's all smoke and mirrors. Bush doesnt know the difference between the Dalai Lama, Dolly Parton or Fernando Lamas. He's a puppet on a string. Cheney told him to shake the guy's hand, which makes China mad, and brings world war 3 closer so that Cheney can launch the cruise missles to blow up the imaginary nuke factories in Iran so that Cheney and Bush can take more power, so that people will protest and get arrested and picked up and sent to the relocation detention centers Haliburton built. All the fuss about the Dalai Lama is just for show to mobilize the republican base.

Ask China. They are the ones making a fuss. Personally, I'm glad Bush didn't back down on this one. I think the Dalai Lama is a very smart man, and he is for peace, everywhere. So, what's wrong with that??

The Chinese govt is up in arms...they left the peace talks in Iran in protest
