I have been hearing people say this on TV.

Actually, it depends on what the statement is in reference to. Both ( would/had) can be used interchangeably. IE: If I had gone to, I would have meet an interesting person. If I would of gone etc. So, both can be correct. The English ( American) language has it's own dialect ( a regional variety of language). I hope that this clarifies your question.

would is an adverb, modifying have. It notes indecision here.
