I think either Dallas or New England. Both have good players and they spend a lot of money on them. If you wanted the answer by cheater then I guess you could go with the Patriots considering they got caught red handed doing it but I'm sure they aren't the only team that has done it.

There is no one single team in the NFL, that buys up all the good player like the Yankees do in baseball. Yankkes are a bust. They should win it all every year with that payroll.

I hate the Yankees as much as the next guy
but when have they cheated more than any other MLB team?
they buy the "top" players.........that's not cheating, that's taking advantage of the screwed up non-salary cap issue
