not at all. a properly fit belt is not going to do a darn thing in the rain, except maybe throw some more spray up.

Im only slightly familiar with motorcycles but doesnt an open belt drive have rubber teeth on the underside that actual meshes with the gears? I can't imagine this causing a problem i've seen them run open belt drives on bikes on american chopper driving through rain, snow ect ect.

No problems, a little more spray.
Some areas don't allow open belts. Make sure you're going to be ok with that before you make a solid decision.
