It's illegal if they have a password and you crack it. It's your neighbor's responsibility to set a password on his/her wirless connection, othewise everybody and their mother will be able to access that connection. It's like having free Wi-Fi at a coffee shop.

its a law that isnt usually forced but recently, 2 people in america have been given jail for it!!
i wouldnt bother stealing it, you can get it for about 20 euro/dollars a month!
