If B is the bigger number it means that 172 = B*7/100 (172 is 7% of the bigger number).
Which means B = 172*100/7 = 2457.14, I am surprised that this does not give a whole number....

So the bigger number, let's call it N.

You know that 7% of N is 172.
We need to write this mathematically, so you need to turn 7% into a decimal and multiply it by N.

Therefore:
.07(N)=172
Now solve for N using your calculator
N=172/.07
N= 2457.14

you have to make an equation

7/100 = 172/x

x represent the unknown number
now cross multiply
7x = 17200

divid both sides by 7

x = ~2457.14

7% means 7/100 = 0.07 times.
You have a number 172 which is 0.07 times the bigger number.
Let x = bigger number.
Then 172 = 0.07*x
=> x = 172/0.07 = 2457
