Yes, it is, indeed, fish lice. Fish lice are small, so it may be difficult to get a hold of them to pull them out, but this method is definitely the quickest way to rid your fish of parasites. Wrap the fish in a towel to minimize damage to the scales, isolate the lice, and pull. But, even if you pull the lice out, they still leave large holes that can lead to secondary infections and along with the fact that fish lice also lay eggs all over the tank, you need to medicate as well to prevent infection and to rid the tank of the eggs by doing repeated treatments with organophosphates such as Masoten at 10-day intervals. Some experts also recommend Dimilin. Repeated salt baths at high concentrations can also help. The lice and eggs can live for 30-100 days, so treatment is going to be long and drawn out, so a lot of patience is going to be required.

Could be fish lice if they look like little crustaceans. Hold fish gently and remove with sterilized tweezers. Remove quickly before they start reproducing.

It is Fungus, so you need to go to the pet store and get fungus treatment and treat the whole tank so that way all your fish will be treated and hopefully the other fish won't get it. But seperate that fish from the others and treat it too.
