I am that "happy, loving, upbeat, and positive person" (I have been called Pollyanna) But I think they are called perky and annoying and obnoxious for the same reason some of the bold, realistic, calm, prepared, honest people that call them that and are condemned as cynical, negative, party pooper, gloomy gusses. Ha ha I guess you just can't win no matter what your personality. I like that we are all different.

Having run into this situation a fair bit, it seems that sometimes the happy upbeat person isn't reading other people's emotions correctly and is reacting inappropriately. Often the proper response is to stop and observe what's going on and tone down the positivity.

I personally find it annoying when people are loud and perky because my mom used to wake me up every morning with a "Good morn-iiiiing, time to get uuuuuuup" In this loud sing song voice. I am a total morning person but I prefer quiet and peace first thing in the morning, it sets the tone for the day. When my mom woke me up like that I wanted to strangle her.
As for people at work or school that were like that, it is annoying, I prefer being surrounded by people who are calm and collected. In my personal life it doesnt matter, we all get goofy and loud and act stupid and I think thats the thing, its personal. Save it for your personal life, dont spread it all out there for people to judge and get annoyed by.
There is nothing wrong with being that way, for me I just believe that Americans in general need to be more refined.
People put it all out there and yes, that is annoying....the opposite is just as annoying of course...its all about balance.
My mom is the perkiest, most loving, positive, upbeat joyful person alive...I love her but not when shes conversating with strangers for an hour and I have places I need to go and things to do that she had said we would get done. I live in CA now and shes in MN and I miss her but I swear thousands of hours have been spent with me waiting for her.

Cheerleader perky is annoying but crack perky is fine, as long as I'm not hung-over in the morning or have gone a whole sleepless night and exhausted

Misery loves company and is always looking for new recruits. The last thing an unhappy person wants to see is someone that is happy. It just reminds them of how miserable they truly are. The trick to being happy is not worrying about the miserable people. They will be miserable no matter how your day is going. Being happy is about making the choice to be happy. That all it takes. I could care less about my problems I just choose to be happy and every thing turns out OK.

Because some of them may be on a high from medication (legal or illegal). No one can stay in that mood all the time, ever.
However, it is a joy to meet someone who is happy and loving as long as it is not fake.
