The Democrat party is and always has been pro-war. They've just learned how to get anti-war voter support while funding a war.

It's a sticky situation, If they deny funding then right wing news outlets will spin the story saying they do not support are troops or they are soft on Security.

Because they know that the war is broadly supported by the American people and if Congress votes to take boots off the soldiers feet, they will never even be elected dog catcher, much less relected to their Congressional seats.
Don't believe me?
If it weren't so, Congress wouldn't lose a minute before they defunded the whole project. You know it; I know it, and Hillary knows it.

Their lack of any meaningful action shows that all the politicians are swilling from the same trough. It's not in their interests to change the status quo, once they are in office, which shows that the voice of the people is not being taken into account by either party.

because if they don't, they'll be accused of not "supporting our troops". It'll be ammunition used against them later on during the election. All they can do is input some sort of measures that will try to bring the troops home.

A.) They've been led to believe that they'd better "patriot-up";
B.) They don't have the guts to follow through on their campaign promises (see A.);
C.) They are using our troops as a political football -- a horrible sin;
D.) They are letting our Naked Emperor continue to use our troops as a political football

Because, more often than not, the bills that they sign that fund the war, tend to have small print saying that some of the money will also fund their social programs.
