window size is too big?

when the pc fixer guy was working at my pc, I saw a slider bar to make things from smaller to larger. Now I can't find it. I have XP on my pc. It's getting annoying to have to scroll up and down and sideways all the time.

Right click on your desktop and select properties.
Click on the Settings tab and you will find your sliding bar there.
