I have SaskTel Max, which is the equivalent of the Access Communications cable service I used to have -- maybe even better. Doesn't need a cable hookup.

Try going through government channels first. Most governments have a liasion between themselves and the cable company and the government can ask the cable company to wire your subdivision with the assorted pros and cons.
