Do you mean How can Bush be prevented from utilizing his Presidential Privilege and not issue any pardons at the end of his term? I believe if such a motion was to be entertained somewhere you may need valid charges, illegal in content, then organize, Senate & Congress.
I believe it is too late.

No and they SHOULD NOT be able to either.
A presidential pardon is just that ,PRESIDENTIAL, and it is his right to pardon whom he chooses.
Congress does not have the power to pardon nor does it have the right to take that power away.
We would be stepping onto dangerous ground if we start letting one branch take away from or add to the powers of the other branch.
As for those who say Bush did that to Congress with this war in Iraq they are mistaken in the sense that he went to Congress first and asked for the authority.
When he made clear that he had made that decision (as Commander in Chief) Congress did not object so they essentially complied with his desire to make war.
But to return to your question the answer is no they can't.
