My friend was assaulted by his ex-partner but won't go to the police about it. We are trying to convince him to at least get something put on record if he doesn't want to press charges. Is there anything we can do to get the assault noted?

Yeah, go down to the police station and file a complaint.

No. You could be a witness if he does file charges, if you actually saw the actions. Only the complainant can file charges.
