Should this be U.S. policy in this war?

No holds barred as long as the U.S. wins?

All is not fair in War. We have the best technology. We have the best trained fighting force on the planet. We have the capacity to increase to a "War time economy". Not fair one bit. The conduct of war is to "win" the objective. Now you can win the War, by simply going Nuclear and killing everything that exist, that would be one objective. In the case of Iraq war, our objective it to establish a democratic government to replace a dictatorship. Going Nuclear would not satisfy this objective. So we have to conduct the war in a manner that will satisfy this objective, and that means by being more restrained, more civil, and leaving the indignant personnel with the mindset that we are here to help make their lives better. We have failed to complete this objective, and success is much harder to obtain then the previous objective.

The saying is an exaggeration to make the point that life, especially these two areas, IS NOT FAIR.

It can be illustrated by the attacks on 9/11, to those perpetrating, those were fair acts of war, Americans disagree.

I agree with the premise. However, this war does NOT warrant such sacrifice. So the answer is YES, but this war should never have happened. Since that remains true...we should not allow Bush and any of his cronies to manage this war any longer. I am pretty sure that we would be better off outsourcing Bush's job all together ...;)

No, not at all. That's so immature. We don't live in the jungle, all is NOT fair in love and war. Specially in war, which is by definition, unfair.
