You can easily make one, for whatever reason you need it for.
Just go to a local hardware store/home depot and pick up a male end. Cut the female end off the cord, and attach as directed (Black +, White -, green ground)
If you dont have any electrical experience you probably shouldn't do this... but you did put this in (DIY).

You won't find one anywhere. That would be a very dangerous cord. And a violation of the electric code for good reason. Forget it and do things correctly. You were told this before if I remember right.

No-one in our litigious environment will
sell such a thing. Once one end is connected
to a live outlet, the other becomes a very
hazardous object.
You can make one, (I have, for a special test),
but I wouldn't leave the thing lying around.

You will not find anything like that for sale. It is a fire and safety hazard. The only way to get one is to make one as in a previous answer. If you do get one made, I wouldn't leave it laying around for someone to accidentally use.
